The Election Commission has called on national and international organisations to submit applications by November 12 to observe the House of Representatives election scheduled for March 5.
According to the Commission, organisations seeking observation permission must submit a copy of the organisation’s registration certificate, its statute, renewal certificate, list of executive members, and proof of relevant experience along with their application. The applicants must include the list of executive committee members, proof of experience in national or international election observation (if any), and copies of brochures, booklets, guidelines, or other publications prepared by the organisation related to election observation.
The Commission clarified that institutions that have violated the election code of conduct or failed to submit observation reports in the past will not be granted permission.
According to a notice issued on Tuesday, applications for observation permission must be submitted to the Election Commission in the case of organisations based in the Kathmandu Valley. For other districts, applications can be submitted to the concerned provincial or district election offices.
The Commission stated that organisations found guilty of electoral offences, or those penalised for violating the election code of conduct, or those that failed to submit their observation reports after receiving permission in previous elections, will not be granted permission this time.
Additionally, observers will not be allowed to observe elections in areas where they have permanent residence or where their names are listed in the voter roll.
