UN Special Rapporteur on Minority Issues Visits Nepal

UN Special Rapporteur on minority issues Nicolas Levrat has arrived in Nepal for a 10-day official visit from December 4 to 13, 2025. 

During the visit, he intends to meet senior government officials, representatives of minority communities, civil society organisations, and religious leaders. His schedule includes meetings in Kathmandu as well as visits to Madhesh Province and Karnali Province to observe conditions outside the capital. 

His evaluation will focus on examining Nepal’s laws, policies and everyday practices that affect national, ethnic, religious, and linguistic minorities. Along with that, he will review political participation, access to education and Nepal’s response to hate speech against minority groups.

The UN has reported that the visit is being conducted on invitation by the Government of Nepal, which has already given space to an independent examination. Levrat will share his preliminary findings at a press conference on December 12 at 3 pm at the UN House in Lalitpur. Attendance will be limited to registered journalists. 

Following the visit, he will also prepare a detailed report based on his observations and interactions. The final report will be presented to the UN Human Rights Council in March 2026. 

The Human Rights Council appointed Nicolas Levrat on October 13, 2023, and began his role as Special Rapporteur on November 1, 2023. Special Rapporteurs are independent professionals who operate on a voluntary basis. They are not employees of the UN, nor do they earn a salary, ensuring their evaluations remain impartial.
