New Carbon Registry Opens Door to Global Climate Finance

The government has launched a national carbon registry system aimed at strengthening climate governance and enabling participation in international carbon markets.

The registry was jointly unveiled by Madhav Prasad Chaulagai, Minister for Forest and Environment; Govinda Prasad Sharma, Secretary at the ministry; and Kyoko Yokosuka, Resident Representative of the United Nations Development Programme in the country.

The digital platform has been developed to support the implementation of the Paris Agreement, particularly Article 6, which allows countries to cooperate in reducing greenhouse gas emissions through carbon markets. The system is expected to improve transparency and accountability in the generation, tracking and transfer of carbon credits.

Officials say the registry will serve as the country’s central platform for recording and managing carbon credit transactions. It will allow government agencies, domestic companies and international partners to register climate mitigation projects and track emission reduction outcomes through a standardised system.

The initiative is also intended to help attract international climate finance by providing a credible mechanism for carbon trading and results-based climate investment. Authorities believe the registry will strengthen institutional readiness for global carbon markets and encourage greater participation from the private sector as well as local communities.

According to climate officials, the new platform will also support the country’s upcoming Nationally Determined Contributions (NDC 3.0), which outline ambitious plans to reduce greenhouse gas emissions and expand climate mitigation actions in the coming years.

The registry was developed with technical and financial support from the United Nations Development Programmethrough regional climate finance initiatives backed by the governments of the United Kingdom and Sweden.

Experts say the system marks an important step toward strengthening climate transparency, mobilising international funding and supporting long-term climate resilience efforts.
