Government Sets Two-Year Deadline to Fix Protest Damage

The government has unveiled a plan to rebuild physical infrastructure damaged during the protests of Bhadra 23 and 24 within the next two years, while also offering relief measures to affected private businesses and households.

A task force led by Prakash Kumar Shrestha, Vice-Chair of the National Planning Commission, has submitted a detailed reconstruction and recovery plan to the government. The plan outlines the rebuilding of partially and fully damaged government structures using domestic resources across all three tiers of government.

Authorities aim to integrate reconstruction projects into existing systems such as the national project bank and medium-term expenditure framework to ensure timely implementation. If internal resources fall short, the federal government is expected to support provincial and local levels.

The plan also stresses coordination among government bodies, the private sector and non-governmental organisations. In addition to rebuilding public infrastructure, the government is preparing relief and incentive packages to help revive affected businesses.

Private sector losses from the protests are estimated at over Rs33 billion, including damage to commercial establishments and homes. Overall, total losses across public and private sectors are estimated to exceed Rs84 billion. Of this, a significant portion has already been claimed through insurance.

To support recovery, the government has proposed a range of measures, including tax relief, easier access to loans, loan restructuring, and discounts on building permit fees. Businesses may also receive extended repayment timelines and concessional interest rates to help them resume operations.

The plan estimates that rebuilding public infrastructure alone will require more than Rs36 billion. Funding will be allocated over the next two fiscal years, with priority given to essential services and operational facilities.

Officials say the plan aims not only to restore damaged assets but also to stabilise economic activity and support affected communities in the aftermath of the unrest.
